There have been accusations that the City has not been forthcoming about the Dover Urban Renewal Agency (DURA), it’s role and purpose, and funding received and spent especially surrounding the pre-paid hook-up fees.
Recently the City and DURA cooperated in requesting an independent accountant to review and provide a report focusing on the pre-paid hook-up fees from the time period of 2005-2008.
